Background: The goal of the Umatilla Army Depot Reuse Authority (UMADRA) mission is to determine future reuses of the Umatilla Army Depot, to preserve or create new jobs, stimulate the economy, consider military needs, and to balance future reuse with other environmental factors. The Umatilla Chemical Disposal Facility (UMCDF) contains specific modules which may conceivably be reused rather than torn down after the Umatilla chemical weapons destruction mission is completed. Some of these modules may have no use, while other modules (or combinations of those modules) may have significant potential for future reuse. Persons who have intimate knowledge of what comprises typical modules of conventional chemical incinerator facilities (such as Pine Bluff, Anniston, Johnston Island, and Umatilla) are in a position to assist the UMADRA in visualizing future potential re-uses of UMCDF. Your ideas are important!

Re-use concept: Many industries which are non-hazardous facilities actually use similar components to what are installed at UMCDF. For example, potato processing plants use boilers, container handling, dryers, and pollution abatement and filtration systems. Agricultural laboratories use state of the art facilities for agricultural testing. Emergency rooms are similar to the UMCDF medical facility. Warehousing and office spaces are needed everywhere. There are many uses for modern maintenance facilities. Industries which require clean rooms typically use sophisticated air filtration systems, not unlike those at UMCDF. Therefore, the likelihood is strong that there will be future missions and employment opportunities for what is now UMCDF.

The following questions are based on existing modules at UMCDF. Please answer only those questions for which you have knowledge and opinions:

1. What are future potential reuses for the UMCDF Medical facility?

2. What are future potential reuses for the UMCDF Laboratory (multiple laboratory rooms with exhaust filtration and state of the art equipment)?

3. What are future potential reuses for the UMCDF Brine Reduction Area (BRA) & Utilities Building- [powdered solids reduction, solids drum dryers; plant heating boilers & deaerators, chemical feed (hot water heating systems) and industrial chillers (chilled water), baghouses, blowers & stack]?

4. What are future potential reuses for the UMCDF Container Handling Building (motorized roll up doors, storage area, overhead unloading bridge crane, floor rollers for containers to be fed into processes, spill sumps, hydraulic systems, sampling and testing, etc.)?

5. What are future potential reuses for the UMCDF Maintenance Building (permanent offices and maintenance facility)?

6.What are future potential reuses for the UMCDF Office Modules (7 large portable office module complexes)?

7. What are future potential reuses for the UMCDF miscellaneous systems: Plant Air, Instrument air, Lube Oil and Hydraulic systems, etc.)?

8. What are future potential reuses for the UMCDF Tank Systems? (LPG storage, BRA tankage, lab chemical waste, water tanks, fuel oil, etc.)

9. What are future potential reuses for the UMCDF Pollution Abatement System-PAS (wet scrubber systems, air fin-fan liquid cooling systems, charcoal adsorbers, fans and pumping systems, air monitoring systems, etc.)?

10. What are future potential reuses for the UMCDF water systems (process water supply, water treatment system, potable water, sewage treatment system)?

11. What are future potential reuses for the UMCDF backup power systems (diesel generators, dual feed offsite incoming power), etc.?

12. What are future potential reuses for the UMCDF control room?

13. What are future potential reuses for the UMCDF which may include keeping the Munitions Demilitarization Building (MDB) rather than tearing it down as currently permitted?

14. What are future potential reuses for the UMCDF warehouse Quonset building?
